Medicare trims power wheelchair coverage
WASHINGTON -- Patricia Meier, a 63-year-old quadriplegic and Medicare recipient, needs to replace the wheelchair she has used for five years.
Normally, Meier could simply use her Medicare benefits to replace the power wheelchair, which adjusts her position to prevent sores, with another one from WestMed Rehab Inc., a medical supplier near her home in Box Elder, S.D.
But WestMed, along with several other suppliers across the country, says it will no longer provide power wheelchairs to most Medicare recipients after Nov. 15, when cuts in Medicare reimbursements go into effect. WestMed planned an announcement on Thursday.
The Medicare changes are intended to eliminate widespread fraud identified by the Health and Human Services Department, which oversees the program.
WestMed, based in Rapid City, S.D., is the only major wheelchair supplier within 300 miles of Meier's home. Concerned about the prospect of wheelchair supplies ending in their state, South Dakota's congressional delegation pressed federal health officials for more information.
About $20,000: If Meier were to replace her chair without Medicare, it could cost her between $17,000 and $20,000. With Medicare, she would pay only 20 percent of that.
"When I was able-bodied I bought cars cheaper than that," said Meier, who was injured in a car accident 20 years ago. "I don't know how I would be able to afford it."
With other suppliers saying they, too, won't be able to provide mobility equipment to many of their customers, those living with multiple sclerosis, spinal cord injuries and other conditions could be without the wheelchairs they need to get around.
Many wheelchair users "are going to have to pay out of pocket," said Tim Pederson, CEO of WestMed Rehab.
A 2004 study conducted by the HHS inspector general showed that Medicare reimbursements for certain power wheelchairs were far higher than the prices paid by consumers and suppliers. According to the Centers for Medicare and Medicaid Services, which administers both health care programs, expenditures for power wheelchairs increased by 2,705 percent between 1995 and 2003 -- from $43 million to $1.2 billion in just over just eight years.
Agency spokesman Jeff Nelligan said the increase is a "direct result of the excessive prices Medicare pays for these products."
Most suppliers have supported overhauling the system, as many companies have abused it. But they say the government has gone too far.
The changes "do eliminate the fraud and abuse, but it also eliminates the benefit," said Pederson of WestMed Rehab. "They are painting the entire industry in that broad brush, and they look at all of us as crooks."
Cara Bachenheimer, vice president of government relations for Invacare, the country's leading wheelchair manufacturer, said suppliers across the country have informed the company that they will be purchasing less equipment because of the reduced Medicare reimbursements.
Stop selling: Carol Gilligan, owner of Health Aid of Ohio Inc., said she will have to stop selling power wheelchairs altogether.
"There's just no way you can make a living," she said of the new reimbursements. "We have to change our business model."
Andrew Imparato, president of the American Association of People with Disabilities, said Medicare is not asking what is in the best interest of the patient.
"People are either going to have to figure out a way to finance them outside of Medicare, pay it out of pocket or just use their current chair until it breaks down," he said.
Several members of Congress have written to the agency in the weeks since the announcement. Pennsylvania Sens. Arlen Specter and Rick Santorum, both Republicans, wrote the Health and Human Services Department last week asking for a delay in implementation of the new fees.
The Pennsylvania senators expressed concern about the payment formula used to calculate the reimbursements, noting that the formula does not always take current market prices into account.

Color lasers may be the wave of the future, but monochrome lasers aren't going to disappear anytime soon, especially not with models such as the Lexmark E250dn ($249 direct) available. The E250dn is not only the right size and price for a small office, or even a home office with heavy printing needs; it also offers all the features a typical small office could hope for, including a network connector, a built-in duplexer to make it easy to print on both sides of the page, and an eye-catching 30-pages-per-minute (ppm) engine rating.
The E250dn is part of a new line of monochrome lasers that most notably includes the E250d ($199 direct), which Lexmark says is identical to the E250dn but without the network connector. The other three models in the line—the E350d ($349), E352dn ($449), and E450dn ($599)—are similar in most ways but are built around an even faster engine, rated at 35 ppm. Lexmark likes to emphasize the "green" in these printers, with features that include duplexing on every model (to help save paper) and an instant warm-up fuser that both saves power and speeds up the time it takes to print the first page from a cold start.
Although the E250dn is far from the smallest monochrome laser printer I've seen—that honor still belongs to the much less-expensive and slower HP LaserJet 1018—it's small and light enough, at 10.2 by 15.6 by 14.1 inches (HWD) and 25 pounds, so you shouldn't have any trouble making room for it. Setup is standard for the breed, consisting of little more than removing the packing materials, loading paper, plugging in the cable and power cord, and running the automated installation routine.
Speed is one of the best arguments for buying the E250dn. The printer's total time on our business applications suite (timed with QualityLogic's hardware and software, www.qualitylogic.com) was just 6 minutes 19 seconds—essentially tied with the Brother HL-5250dn for by far the fastest printer for the price. It's significantly faster than the 7:11 total of the next fastest, the Dell Laser Printer 1710n.
The E250dn's output quality is pretty much what I'd expect to see from a monochrome laser, although the text is a touch less than ideal. The best monochrome lasers print more than half our test fonts well enough to qualify as easily readable at 4 points, with none needing more than 12 points. With the E250dn, more than half of our test fonts were easily readable at 5 points, some were easily readable at 4 points, and one highly stylized font with thick strokes needed more than 12 points. Unless you have a strong need for small fonts, however, the E250dn can handle any text you need to print.
Graphics quality was absolutely par for the course. I'd use it for any internal business purpose without a second thought, but I wouldn't hand its output to important clients or customers if I were trying to impress them with my professionalism. The biggest problem was a tendency for thin lines to disappear. I also saw some banding and some uneven pile height—with toner piled high in some spots but not others, so light reflected better from those spots and showed a pattern in what should be an even fill.
For printing photos, the E250dn isn't quite a match for most monochrome lasers, but that's not bad enough to be a problem. The photos are certainly good enough for things such as client newsletters and printing Web pages, which are the most common reasons for printing photos on a monochrome laser.
The E250dn's paper handling complements its high speed. The standard paper tray holds a reasonably ample 250 sheets, with a manual feed slot also available, and, of course, the internal duplexer standard. For more heavy-duty needs, a 550-sheet tray ($199 direct) boosts the capacity to 800 sheets. Lexmark says that a 250-sheet ($99) tray will be available in the first quarter of 2007 as well. All told, the total package offers a well-thought-out balance of speed, quality, and paper handling that makes the Lexmark E250dn easy to recommend.

Int‘l Iron Ore Prices a Concern
China will be keeping a close eye on international iron ore price talks scheduled for this year, and hopes that prices will be fixed fairly to achieve a win-win result for producers and consumers, an official with the Chinese Ministry of Commerce said on Thursday.
"China will monitor the progress of iron ore price talks, and take legal measures if necessary to protect the interests of the country and Chinese companies," the official said.
Iron ore prices will influence the growth of the national economy and China‘s steel industry, which is currently faced with soaring production costs and declining profits. Another jump in prices will put an even larger strain on the industry.
China is against any monopolistic move in international trade.
According to statistics from the ministry, worldwide iron ore reserves are 140 billion tons. If 1.3 billion tons are mined each year, these reserved could last about another hundred years.
Supply and demand are currently in balance, said the ministry. In 2005, a total of 1.25 billion tons of iron ore was used to produce 780 million tons of pig iron. Global iron ore output was over 1.3 billion tons.
China, the largest steel producer in the world, has seen its iron ore imports rocket as its economy maintains nearly double-digit growth.
In 2005, China imported 43 percent of the world‘s total iron ore or 275 million tons.
The ministry said China‘s surging iron ore trade not only brings profits to mining companies, but also benefits the economic growth of iron ore exporting countries and regions.
But some international companies, riding on their monopoly position in international trade, made unreasonably high profits by squeezing out other players.
The ministry said this violated the principles of fair trade and went against the healthy development of the global iron ore trade.
The National Development and Reform Commission (NDRC) is also highly concerned with the outcome of future iron ore price talks.
According to its development policy, the NDRC will control steel output in 2006 by phasing out low-efficiency steel factories.
The move is expected to cut China‘s iron ore demand by 60 millions tons.

Island appoints fifth "premier" since 2000
Su Tseng-chang, former chairman of Taiwan's ruling Democratic Progressive Party (DPP), was appointed as the island's new "premier" yesterday to replace Frank Hsieh.
Su, 59, will be the fifth "premier" appointed by Taiwan "president" Chen Shui-bian since he took power in May 2000.
Under Taiwan's political system, the "president" appoints the "premier," who forms the "cabinet" and runs the day-to-day government.
The appointment came just one day after the resignation of Hsieh, who will formally step down with the entire "cabinet" on Monday.
Analysts saw the nomination as Chen's attempt to avoid becoming a lame duck after the pro-independence DPP was crushed by the opposition Kuomintang (KMT) in local government polls last December.
They said Chen handpicked Su, his former chief of staff, in a bid to shore up his own poor approval rating, which had plummeted to a record low amid voter disappointment with his administration and a corruption scandal involving a former aide.
Nicknamed "light bulb" by his supporters on account of his bald head, Su commented on his appointment in a brief speech, saying he hopes to work together with Chen to make Taiwan better.
Su, who was co-founder of the DPP and elected party chairman in January 2005, resigned last month to take responsibility for its poor performance in December's elections.
He previously served as magistrate of southern Pingtung County between 1989 and 1993, and then magistrate of Taipei County between 1997 and 2005.
Su faces the crucial job of reinvigorating Taiwan's economy, which is undergoing an uncertain transition from manufacturing high-tech goods to providing sophisticated services.
In a related development, Taiwan's major airlines said yesterday charter flights across the Straits for the upcoming Chinese Lunar New Year holiday are virtually sold out, a significant increase in bookings over last year.
Beginning today, six Taiwan airlines and six mainland airlines will provide a total of 72 round-trip charter flights until February 13, under an agreement worked out by civil aviation associations of the two sides.
This is the third year that the cross-Straits Spring Festival charter flights have been in operation. In 2003 and 2005 they were limited to Taiwanese businesspeople residing on the mainland, but this year Taiwanese students and tourists have also been allowed to book seats.
The major Taiwan airlines said the decision has been a boon to business.
"Business is much better than last year, because there are no restrictions anymore on the kinds of passengers," said Bruce Chen, a spokesman for China Airlines, the island's largest carrier.
"All flights are full in economy class, and there are only a few seats left in first class."
Taiwan's second carrier, EVA Airways, also said the flights looked like a success.
"Flights from Beijing, Shanghai and Guangzhou to Taiwan are completely booked, and those in the other direction are up to 90 per cent full," said spokesman K.W. Nieh.
People in Chinese societies traditionally spend the New Year holiday with relatives, and with several hundred thousand Taiwanese on the mainland, the charter flights have a potentially large market.
Taipei has banned direct air links with the mainland since 1949. Travellers on commercial flights are required to transfer at a third point, usually Hong Kong.

Snow paralyzes trunk railway, 160,000 held up
About 160,000 train passengers were held up Thursday in China after heavy snow paralyzed one of its major north-to-south railways.
The Beijing West Railway Station launched a red-level emergency warning scheme after more than 100,000 passengers were held up there after a heavy snow hit Zhengzhou, capital of central China's Henan Province and a railway hub, delayed trains on the Beijing-Guangzhou Railway.
At the Zhengzhou Railway Station, about 60,000 passengers were held up.
From 6:00 a.m. Wednesday, snow began to fall in large areas of China, including Zhengzhou, Wuhan, Shanghai, Xi'an, Ji'nan and Lanzhou. It still keeps falling in many areas.
Another major trunk line, the east-west Lianyungang-Lanzhou line, is also under snow and rain.
China's Spring Festival travel peak started Saturday. Numerous migrant workers and college students are expected to go home for family reunions before the lunar new year comes, which falls on Jan. 29.
More than 20 trains to leave the capital were held up at the Beijing West Railway Station. One train was late for more than eight hours, a station official said.
The Zijinshan overpass is covered with snow in Zhengzhou, capital city of central China's Henan province on Jan. 19, 2006.
The waiting hall and the station square were both full of passengers waiting to check in. And the station kept broadcasting train information. The railway repeatedly broadcast a message: "For personal and property safety of passengers, ticket holders are not allowed to enter the waiting hall till six hours before the train leaving time."
Railway police and armed police were mobilized to maintain order at the railway station.
The Ministry of Railways, the Beijing municipal government and the Beijing Bureau of Railways have formed a joint command center in the station to direct the arrangement of resting places and food supply to held-up passengers.
The Ministry of Railways has asked its local bureaus to maintain 24-hour on duty to ensure the smooth running of trunk railway lines during the Spring Festival period.

China to re-measure lowest land point & nbsp; &n bsp;Chinese scientists will re-measure the lowest land point, Aydingkol Lake, in northwest China's Xinjiang Uygur Autonomous Region.
The re-measurement project is expected to be approved by the superior authority and launched next year, said Liu Geqing, a senior official with Xinjiang Uygur Autonomous Regional Land Surveying and Mapping Department.
Located in Turpan Basin in eastern Xinjiang, the freshwater lake is the lowest place in China and the second lowest place in the world. The lake is also dubbed China's Dead Sea, since its altitude is merely a little higher than the Dead Sea in western Asia.
The re-measurement could help the world find out the exact altitude of the lake, Liu said.
The lake was found to be 155 meters below sea level in 1978, though many books have been citing different figures in recent years.
Aydingkol Lake was produced in the formation of the Himalayas about 200 million years ago, Liu said.
After the first measurement in 1978, new features might have appeared due to geological changes, but they might not be great, Liu said.

Selenium poisoning? No! Marco Polo's travelogue misinterpreted
Mineral selenium did NOT kill or sicken the donkeys in Marco Polo's travelogue, Chinese scientists have found.
"Generations of scientists thought Marco Polo was the first to write about selenium poisoning. They were wrong," said Shao Shuxun,a geochemist with the Chinese Academy of Sciences.
The Italian explorer came to China in 1271 via the ancient Silk Road. In his travelogue in 1295, he said a toxic wild plant in today's Gansu Province killed many cattle.
Many donkeys, oxen and horses, which were an important means of transportation in China in those days, suffered hair loss and festers on their hooves and some of them even died, he wrote.
In the early 1900s, some cattle on a U.S. farm had the same symptoms after eating clovers, whins or vetches. A U.S. scientist found after lab analysis that toxic levels of the mineral selenium were the killer.
Worldwide scientists then associated these poisoning cases with the donkeys in Marco Polo's book, and held "Marco Polo's Travels" was the world's earliest record of selenium poisoning.
Shao and his research team meticulously read through Marco Polo's original work and historical documents about China's geography before they were able to locate the places of the poisoning. They then followed the Italian traveler's route and collected samples of water, rock, soil and herbs.
"We found through lab work that the selenium levels in these samples were perfectly safe," said Shao. "Actually, the selenium level in the entire region is so low that high-selenium plants are unlikely to grow in such an environment."
The selenium levels in local plants are far lower than the safety standards set by the World Health Organization, says Zheng Baoshan, a researcher with a CAS laboratory for environment and geochemistry and a member of the research team. "We're certain what Marco Polo described was not selenium poisoning."
A substance known as "swainsonine", which abounds in many plants on pastures of Gansu Province, was more likely the killer, the research team suggested.
Tianzhu and Sunan counties, which are located at the heart of Marco Polo's route in western China, have 130,000 hectares of these toxic plants. "Each year, these plants poison about 20,000 heads of cattle, killing 22 percent of them and causing miscarriages in another 29 percent," said Shao.
The research finding will hopefully correct scientists' misinterpretation of Marco Polo's work, said Olle Selinus, a Swedish scientist and president of an international medical geology society.
Selenium is not typically harmful to humans, but can be poisonous if combined with other compounds or consumed at high levels.
Marco Polo came to China when he was 17 and his travelogue is known as the first book about China by a Westerner.

BEIJING, Nov. 8 (Xinhuanet) -- As China slaughtered millions of birds and banned livestock sales in big cities to prevent a human outbreak of bird flu, the World Health Organization China office urged the world's most populous country to intensify protection against possible human infection and the sharing of information and virus samples with other countries.
Roy Wadia, a WHO spokesman in Beijing, said it is difficult and even impossible to find out how many people might get infected in many Asian countries as a lot of farmers live side by side with their livestock.
He said the fact that no human infection cases have been reported doesn't mean there are no such cases.
Praising China for the huge resources it has put into its anti-bird flu campaign, he said it is "just a start", calling on China to stay vigilant against human infection.
China has experienced bird flu outbreaks in Anhui, Hunan, and Liaoning provinces and the Inner Mongolia Autonomous Region in recent weeks that have killed thousands of birds, but only reported three suspected human cases in central Hunan Province, currently diagnosed as "pneumonia of an unknown cause".
The possibility of human infection of H5N1 avian influenza has not been ruled out as all three ill persons had close contact withdead poultry. A 12-year-old girl, one of the three, died on Oct. 17.
Vietnam has suffered over 40 of the at least 62 bird flu human deaths in Asia since 2003.
South-east and East-Asia have large populations whose livestock stay in backyard farms or homes.
Facing with the WHO's warning of a possible human pandemic, China has toughened its measures to fight the highly pathogenic virus. The State Council--central government-- has launched a national command center for the prevention and control of bird fluand earmarked 250 million dollars to fund the battle.
Beijing also has announced to shut down all live poultry markets and Shanghai banned sales of live ducks, quail and other birds.
Health experts fear the bird flu could mutate into a form easily transmissible between humans, unleashing a pandemic that could kill millions.
A meeting of hundreds of international experts opened Monday in Geneva warned that a global human flu pandemic could cost the global economy at least 800 billion dollars.
To win the combat, Wadia said the WTO thinks it is vital for the countries with outbreaks to share information and samples of the most current virus strains to create effective vaccines.
"It's collaborative efforts and depend on every country's cooperation. If countries don't share, vaccines may not be complete. It will be impossible to protect humans without all virus strain combinations."
He urged China, as it did last year, to share virus samples of recent outbreaks with the international community .
A groups of WHO experts is expected to come to China at the invitation of the Chinese government to investigate the Hunan cases this week. A dialogue is underway between China and the WHO to determine what the assistance should be.
The WHO official suggested China's agricultural ministry should improve its bird-flu policy.

Naval fleet visits three Asian nations ZHANJIANG, Guangdong, Nov. 8 (Xinhuanet) -- A fleet of the Chinese People's Liberation Army Navy left here Tuesday for a visit to Pakistan, India and Thailand.
The naval fleet, composed of a Shenzhen missile destroyer and a Weishanhu depot ship, is expected to hold joint military drills, the first ever by the Chinese navy in alien sea areas, with navies of the three nations.
Sources with the fleet said the drills will focus on items in non-traditional areas, such as joint search-and-rescue exercises.
Passing four straits, the fleet is expected to enter the Arabian Sea via northern the part of the Indian Ocean. The whole voyage is almost 10,000 sea miles and the sail will last more than 40 days.
Destroyer Shenzhen, China's self-developed missile destroyer, has visited 11 nations in four previous trips. Weishanhu paid its maiden tour to foreign lands, sources said.

其标志有以下 点:
1、博客网站规 模迅速扩大,以“ 客中国”为例, 方位提供多种博客 服务,并在7月7日 改版推出“博客网 ”为标志,形成博 门户网站。
2、门户网站纷 纷进入博客领域, 展开多种推广活 ,有些以新思路新 手法扩大影响,如 浪网有针对性地 织并陆续推出各界 名人博客。
3、国外风险资 金看好博客造就的 国互联网新的市 ,据不完全统计, 2005年内投入中国博 客网站的款项至少 2000多万美元,而2 004年这一数目仅为3 00万美元。
10月27日,一则 报道中有这样一句 :“2005年或许可 被看成是中国的 客元年。”一位国 内知名的博客这样 。”
我想在这里要 正这一表述。元 就是起始之年。中 国博客“元年”是2 002年。其标志就是 博客中国”网站 建立。这是方兴东 、王俊秀、孙坚华 人在引进Blog概念 ,所进行实践的 内第一个博客平台 。
如果为了反映2 005年中国博客的发 达到一个新阶段 非要用“××年” 表述的话,则可以 称为“中国博客勃 年”等诸如此类 表述,但绝不是“ 元年”。
我们可以发现 社会中的一些事 发生时间还不长, 往往就会变得面目 非。人们可以对 件有自己不同的评 价,但决不能因自 的解读或出于某 需要便改变事实。 这一点对学者的研 、记者的报道来 格外重要。
由于我没有为 次年会提交论文 故只能在这里就中 国博客的发展谈四 断(段)想(两 旧段子,两条新段 子)。
2003年8月,我 《中国博客的自白 》那篇短文中,主 表达了以下两点 法:
1、中国博客是 全球博客中的一支 它是在美国博客 直接影响下出现的 ,它的发展也必然 断受到全球博客 术及思维方式行为 方式的影响。
2、中国博客毕 竟是在中国大传播 境中生存的,有 独自的特点,国外 博客能做的,中国 客未必能做,也 必处处模仿。重要 的是,中国博客今 所做的是要对中 社会的进步产生影 响这里要说明一下 当时写“中国博 所做所为应对中国 社会的进步产生影 ”这句话,是因 2003年夏,“博客 国”独自发起了一 场反网络色情风暴 请大家注意这样 个事实:事隔一年 之后,2004年夏政府 十多个部委才联手 重拳打击网络色 淫秽活动。
两年过去了, 着博客的发展, 识也必须与时俱进 ,所以又增加了以 两条新段子:
1、WEB2.0是WEB1.0基础上的发展。WEB 1.0时代亦有规模可观 的互联网个人信息 点,如个人主页 WEB2.0时代,尽管博客以 更活跃的方式产生 量和影响,但也 法否定门户网站在 互联网中的“大众 播”作用,而这 作用仍然是个人信 息节点无法企及的 再如,不论是WEB1.0时代,还是WEB2.0时代,BBS都是公共 话题讨论、民意表 、舆论形成最主 的场所。因此不要 将WEB2.0和WEB1.0割裂和对立起来。 门户网站和博客网 大可不必在话语 表述上和一些事情 的运作上显得意气 事。中国互联网10 多年风风雨雨的发 ,应该足以让各 网站的掌门人和高 管们成熟和大气。
2、博客给个人 信息在互联网上的 播带来更大的自 和便利,从内容上 说,五花八门,无 不有,风花雪月 不必说,甚至不免 有声色犬马,但博 个体必须认识到 律是必不可少的。 对于提供博客服务 其是已经或正在 成的博客门户网站 来说,更应该把握 容传播的主流, 要对中国社会进步 、民主建设、知识 承、优秀文化传 起到正面的作用, 避免在发展的进程 完全受商业利益 使而迷失自我。
